Dinosaurs with the Intelligent trait can only be found on certain species in the challenge maps for Jurassic Park, The Lost World, Jurassic World, and Jurassic World: Fallen Kingdom. The challenge maps are unlocked after earning a certain amount of stars across all maps in challenge mode from the minimum of 2 stars up to 9.
The easiest challenge map I found to do this on is the Jurassic Park challenge map as you start with a response facility and 3 intelligent species already in exhibits: the T.rex, 3 Dilophosaurus, and a Velociraptor.
From my experience, you can't task the helicopter with tranquilizing the dino so I had to manually tranq the dino. I would recommend tranqing the T.Rex as it's the slowest and the largest target. After it's down, the achievement should pop.
Credit to ICE Faux Pirate: You can lock on to the Rex with
and tranq it that way which should make it a lot easier than manually aiming.

I automated tranqued first and then couldn’t get it to pop manually tranquing, restarting the Challenge and manually tranquing the T-Rex works. It’s probably worth using the terrain tool to remove all the trees as it’s hard to see the dino once it starts running.

When piloting a copter you can just press in on the right stick to lock on and easily tranq any dino. No need to press Y and manually do it.
