This is Story related to the Dr' Wu's DLC campaign and cannot be missed.
I tried getting this early by making an Indominous Rex from the Main campaign but the adaptive camouflage DNA is not available until you get to the point in the DLC campaign where it is given to you.
At that point when it does become available you can incubate one with the feature either in the DLC or on any of your other islands.
