Can only be obtained in chapter 6. As you move into the crater you will find several frozen blue creatures, stand next to one and press up on the d-pad.

Seemed a bit finicky to unlock. The first few ballasts I tried didnt seem to work. One of the ones closer down to the big central tower did the trick though.

As you descend the mountain in chapter 6 you will see a couple of big frozen ballasts. Get close to one and use the ability(d-pad up)
