That Achievement stucks for me, and the rest after that one never unlocks (like finish the game, get all vehicles, etc.)

It is glitched on the PC version as well, I have 1.1m chaos and it is not unlocked.

You don’t need to boost anything, you’ll get it naturally as you capture provinces and complete tests.
