How to unlock the Staying Power achievement in Just Cause 3 - Definitive Guide
First do the Boat Invaders challenge and try to get 5 gears on in order to fully upgrade the eDEN Spark.
As for the challenge, here are the scores:
- Transport Boat : 500
- Corvette : 1000
- Heavy Patrol Boat : 2000
- Light Patrol Boat : 3000
- Helicopter : 8000 (!) (as soon as they spawn, give priority to these)
I wasn't able to get the full 5 gears the first round.
But with a few gears obtained the first round and the MODs set to active, it became easier to get 5 gears on this challenge.
(Please note : the clips were recorded by Xbox One's Game DVR. Therefor, any eventual unlocking achievements appeared on my screen were not registered by the Game DVR)
EDIT: as pointed out by The SCHWARTZ 00, you don't need a fully upgraded eDEN Spark to get the achievement.
I personally felt it made things easier.
Then, I headed to Ponere to re-oppress the city as it was already liberated.
But in fact, any settlement where you can gather enough enemies together, will do.
You have to kill at least 10 enemies with a single eDEN Spark Strike (by holding ).
You can direct the spark strike with , and still move around with
I personally chose a police station since a couple of enemies come to the open area once a few things are blown up, and as soon as a few are killed, some more spawn through the door as shown in the vid I made.

Anyone got any alternatives to this? I just can't get it to go like it does in the video. They never spawn in the same way.

The EASIEST PLACE to do this is during the penultimate story mission The Shatterer of Worlds, Act 3 Mission 7. It's far easier than any town or base, so if you haven't yet done that mission, bring along your eDEN Spark.
During the second phase of the mission you are told to hack or destroy two SAMs which protect the air space above an open field that is absolutely littered with soldiers and armored vehicles. There are about 15 soldiers all lined up, not even counting the ones in vehicles. You can easily lay them all to waste in one go.
As for upgrading the eDEN Spark, of course it makes sense to upgrade it as far as you can, but this spot is so perfect even the vanilla weapon will do. What will help the most is reaching the 3rd gear in the Boat Invaders challenge to earn Power Up, which extends the spark duration to 12 seconds.

You get the weapon at the end of the second (and last) DLC story mission. You then unlock a challenge that you can use to fully upgrade the mods of the gun. This is needed I think.
What you have to do is kill 10 enemies in one firing of the weapon. So find a base with enemies grouped up and hold to fire at them. Do not let go of the fire button and aim around trying to get all enemies.
If you fail then you can liberate the base and try again. You have to have completed the story to liberate a base. If you haven't then you can try this during a mission or on any bases you have available. I would choose a small base as I tried on the bigger ones, but found the enemies spread too far apart. I used "Guardia Val De Mar V" on the third island to get this.

In this case, it is advisable (but not necessary) to fully upgrade the Eden Spark. It is very easy to upgrade with just one test.
