These also like all the collectibles in the game are shown as question marks when you liberate the various provinces.

THEIR first coordinate is in the water. I'm not getting a ping anywhere near your marks. Recheck yours and update.
I found it hovering around in a chopper. N 45.741 and E 38.742.

23 total Tomb Locations:
(Saved you the click)
These are in the order the other site had but you could possible do it more efficiently. My helicopter blew up after 5 landings so I wing suited and zipped between others easy enough. I reccommend, if you have DLC, to play the mission "suit up" as it will give you wing suit boost.
I did double check all of these and changed out the wrong ones from the previous posted list.
1. 45.897 x 32.755
2. 45.976 x 33.677
3. 46.369 x 36.948

5. 49.473 x 34.271

For all these collectibles related trophies:
*1)
as well as
*1) diRavello's story will alway be told in chronological order, independent from the pick-up location and -order
If you completely liberate a region, it's collectibles will get marked (in that specific region) with a "?" on your map.
Or you can use this interactive map from IGN.com to collect them from the start.
http://www.ign.com/maps/just-cause-3/medici
But I would recommend playing at least the 4th or 5th story mission, so that you are able to perform quick travel and have 1 helicopter unlocked in your rebel drop supply list. Furthermore, the "Cauda" region in the south-west corner of the map, is the rebels hideout and liberated from the start. There, you can find a jet as well as planes on the airstrip.
As always: Please leave a comment or suggestions if you think somethink could be added or is unclear. Anonymus downvotes of solutions are not fair to the author.

as well as

That is the url. Took me around 30 mins to get this achievement following this. The map is good to get a there about location and then the radar blips can guide you in game when you are near by.
Also helps with other collectables and base locations.
