You can not reach the top of Illapa until the mission starts due to the weather.
In the mission you have to grapple up to the top of the tower. Once at the top you have to fight several waves if enemies, including helicopters. There are plenty of weapon cases around so running out of ammo is not a concern.

Story related and cannot be missed.
This trophy will pop after completing the very last story mission, Operation Illipa, and completing the game.
To unlock this mission you will first need to complete all 3 other operations: Operation Sandstinger, Operation Windwalker, Operation Thunderbarge. To unlock these operations, you will first need to complete other story missions which you are free to do in any order you want. To unlock these story missions, you will need to secure certain areas and to secure these areas, you will need to complete short side missions.
It sounds complicated but it’s really easy and everything is marked on the map from the beginning. When highlighting a story mission, the game will tell you which area to secure/which mission to complete, etc. So basically, you complete side missions to be able to secure areas to unlock story missions to unlock operations until you finally unlock the final operation and complete the game.
