This requires you to get to chaos army level 2 which i got easily after the first few missions without specifically going after it. If you were going specifically after chaos would probably take 30 minutes

I'm at Chaos level 5/6 but this has't unlocked - any help?
Never mind, I unlocked it now - if you turn off the Xbox One, the game will lose connection to the servers. When you resume, it doesn't seem to reconnect - so certain achievements don't track.
I had to close the game completely and sign back in then complete the chaos bar without losing connection. If you turn off for any reason, quit the game completely and start again in order to get that connection before going for achievements.
It will unlock for *any* bar you fill, not just from level 1 to 2 - but obviously that one fills the quickest.
