The main enemies in this DLC are Agents - just like Rico. As such, they can grapple around as well.
They're not too smart, though, and will grapple to a point on the wall, shoot at you a bit, then return to the ground. They'll do this a bunch until you kill them.
Aim your grapple at one of the agents - it's easiest when they're on the wall - and after they've fired off some rounds, grapple to them. If you're lucky, they'll be setting off on a grapple of their own. You'll reel to them and kick them in the face.
Don't worry if it takes a few tries. You'll be grappling to agents quite a bit throughout the DLC.
