The hoverboard is unlocked about halfway through the mission Old Friends and New Enemies.
It's essentially another traversal method, like the wingsuit or parachute. Click the right stick and the hoverboard appears beneath your feet, and you'll get a burst of momentum forward.
The board isn't propelled, though. To move, you need to grapple the ground ahead, and Rico will pull himself in that direction. It doesn't take long to master the method.
For the achievement, simply grapple your way around with the board equipped. I found that using roads and freeways worked best. And if a car is in your path, just jump over it.
The achievement tracker works for this one, so you'll always have a good idea of the distance needed to pop the achievement.
