How to unlock the Rico was Here achievement in Just Cause 4 - Definitive Guide
Considering that this info was only posted in a semi-hidden thread I'm gonna post it here.
Credit goes to Mitchell Heinig.
I found a fix for my broken achievements, hopefully it will work for others.
While in game back out and go to xbox settings (with out quitting the game), then go to network settings and go offline, after that go back to the game and maybe do a stunt or mission (that's what I did but you may not have to), then go back into xbox setting, go online and go back into your game and your achievements should hopefully pop like mine did.
Edit: I've completed the game now and had about 50% of the cheevos not unlock when they should have. Going offline, opening the map for the floppy disc icon to show up and then going online again fixed it every single time, right away.

For the 100% you will need:
*Story line finished.
*All regions liberated.
*All quests finished for Javi, Sargento, Garland. (Javi has that "find the treasure" side quest, Sargento has several training missions, Garland has some "go from A to Z in a set time with certain fast cars" kind of missions)
As far as I know smaller side quests are not needed and only count for Chaos Points. (You sometimes stroll through an area and you get a call someone drives around with fake artifacts, or Black Hand members need a ride)
*All regions found.
*ALL Wingsuit stunts. If you have it, you can use the Sky Striker Wingsuit, sometimes even miss a ring. This game is pretty relaxed on targets.
*ALL drive through stunts. You need a specific car or setup to pass through a loop. Anything from a huge tow truck to a tractor.
*ALL speed stunts. These are not as hard as in the other games of the series. What matters is you use a vehicle. For 90% all helicopters work, for water stunts use either the DaggerShark or the Mugello Pescepada SX. For land most sports cars can do the trick too in spots where the heli does not work.
Try doing any of these stunts whenever you liberated a region because A. Some stunts unlock special cars or boats and B. If you finish the game first and do all of these afterwards this will become one booooooring loooooong grindfest. (Yes. It is at least 12 hours or so for around 450(!) stunts totally combined) as some stunts are not pulled off that easy, like getting a specific car and pass a bridge. From UNDER the bridge.
*Get all blueprints. Some of these unlock while liberating regions, some are story related. You will not get this before finishing the Danger Rising DLC as the items for that DLC count too.
*Get to Chaos level 14 thus unlock all the pilots. For some DLC the counter does not work as the Chaos Meter works on Black Hand items only. (all those in red and black and silver grey)
There are some perfect grinding spots on the map after completing the game.
If the achievement tracker says 95% you will only need the blueprints for Danger Rising which unlock after the final mission of that DLC and this will pop.

Stuck at 96%. Offline trick doesn't work. Transferring save data to different console doesn't work.... Fuck this.

Well I have 100 percent the game unlocked all achievements including all dlc and still not got this achievement
