For this achievement, you must land on any car roof from the parachute 20 times.
The easiest way to do this is get in a car and drive at decent speed. Hit A twice quickly and you should end up in the parachute. If you didn't, you weren't driving fast enough. While in the parachute, try to maneuver near a car (can be the same one you left) while staying above it. When you get close enough you'll see a prompt to hit A to Jump to Vehicle. Do that. That's 1 of 20 down. Repeat until the achievement unlocks.

Good tip. I used the GP thunder extreme prototype from the heavy drop and just chuted in and out from it on a freeway. Worked like a charm.

Use the grappling hook and fire at the bumper of a passing car. When you start to para-glide use the right tigger to lower Rico closer to the car. When Rico gets close enough he'll jump to the roof. Repeat nineteen more times for the achievement.

If you struggle getting this with moving cars use this method:
Drive a car down a small hill and run on top the hill. Use the grappling hook and you will automatically use the parachute and fly towards the parked car. Use (A) to jump on the car. Repeat 19 more time to get the achievement.

This achievement involves you coming from the air and flying to a moving car. An easy way to obtain this is to enter a vehicle, and when you have a bit of speed going, get in the stunt position by pressing 
. Then press again to jump up into your parachute. Once in the air, when you see the option on your screen to "Jump to Vehicle," press again to fly to the car. Repeat this another 19 times for the achievement to unlock.
