An easier way to obtain the achievement is.
go to the hideout were the agency boat is, there just stand back, aim at the boot with your grapplehook and reel in. You should see the command for A change in jump on vehicle, do this.
Repeat this 19 more and you get the achievement

This may be the trickiest of the stunt achievements. What is required is that you land 20 stunts on sea vehicles. Given how the sea vehicles aren't very crowded, this can be difficult.
About the best way to get this achievement is to highjack one of the fishing boats. When you are driving these straight at max speed, it should be going just fast enough that if you hit A twice you will end up in the parachute. Once you are in the air hold forward on LS and as soon as you see the prompt to hit A, do so. You won't have much time to hit A without missing. If the boat stayed straight, you should manage to land back on the boat you left. Hop back in it to get it back up to speed, then repeat until the achievement unlocks.

Perfect, I found it much too difficult to get the timing right on the other boats, with the fishing boat I found myself sailing a full speed and consistently landing back onto it with little effort. Thankyou.

Another easy way to do this -- if you are out in the middle of the water (I did this in the water due east of Eagle's Nest and north of the volcano), various boats will cruise up to you, presumably to rescue you. Look for a white dinghy-looking boat called the Jaeger FSJ 7, and get in.
Take that boat, increase to a cruising speed in a straight area, and then hit "A" to go to stunt position, "A" to use parachute, "A" to freefall, and "A" to jump to vehicle. You can repeat this over and over, as it seems the boat will continue at a regular speed if you cycle this properly. You have to be good with the timing, but it's not super difficult.
You do not have to go directly from parachute to the vehicle, but you can do that (for a split second) as well.
Hat tip to Seraphim Needed and his solution for the general idea.

The best way to get this achievement. I would find some water, then bring up the Heavy Drop and select the boat.
Once in the boat, drive at a slow steady pace, but just not too much acceleration. Then tap A, then tap A again. This will do two things.
The first tap will let go of the boat and the second tap will bring up the parachute.
Just as long as the boat is going at a slow steady pace each time you are controlling the boat, you will find it much easier to control every time you leave it and end back on it.
Use the tips above and you will get the the achievement in no time.
P.s. Use slow speed, double tap A, then keep the left thumb stick up, then tap A to jump back into the boat. This way you are able to use the same boat throughout.
I tried the tips above, but too much speed is a no go. I know because everytime I tried the boat just kept flying into Panau. :)

This one is simple after a couple tries. Enter any body of water. Wait for a fishing boat to come along ("Trawler"). Drive in a straight line and get to the boat maximum speed. Then press A to enter stunt position. So far, so simple. Press A to deploy parachute and as soon as "A Freefall" appears, hit it. After the freefall animation "A Jump to vehicle" should appear. Then, do it 19 more times for the achievement.

The easiest way I found to do this was right near the beginning of the game where you have to free Jose Caramicas from the prison compound. After freeing him, just hope on a boat outside of prison. The military will come after you in their boats and they will always respawn. So just jump and open the parachute from your boat and then jump in to one of their boats. They will always follow you so it is a safe bet that when dropping one will always be just about right under you.

You can do this anytime if you have the Agency Speedboat, just go to location on the video and grapplehook to the Agency Speedboat. Make sure to be far enough from the boat and a little bit higher than the boat.
