Just go on a massive killing spree and you will soon get it. I dont think it matters who you kill, so you dont have to kill just enemy's.
To get this achievment more quickly simply attack a large military base or start a 'liberate' mission. Both will attract military/police forces in large numbers for you to kill. Also playing through the main campaign can supply you with plenty of kills.

You’ll get this through normal progression of the game. These will probably one of the first achievements you’ll get, as you will be killing an obscene amount of enemies, both through normal missions, as well as through liberation and takeover missions.
