How to unlock the Salt Refinery... Yeah Right achievement in Just Cause - Definitive Guide

The Salt Refinery is towards the North East Islands on the map and all you have to do is enter and walk around the giant mounds of salt picking up the packages. They can be located by looking for spinning black boxes which should be easy to spot on the white salt.
