The effects shuffle button is on the screen that shows the video of you dancing after the song. It will be on the left side of the video, it will usually say 'Toggle FX', the 'Save' option is below it. Click through the effects and the achievement will unlock.
You might have to be in the video for it to work. I was in mine so not sure if it will work if nobody is in the video.
