You can buy the retirement home plan from the blue vending machine located close to the retirement home where you start the game. After you leave the building there are stairs to the right side. In this upper area you see a big cycle structure on the left, next to it there is the blue vending machine.
The retirement home plan costs 50 JDA tickets.
These tickets are found throughout the world. They are also awarded for certain bucket list completions. I got the 50 tickets after playing the game for about 1-2 hours without following any guide. So you will find/be awarded enough tickets by a normal playthrough.

Sorry to hear, this game features quite some bugs... But if you start a new game and know what to do you can probably get 50 tickets in less than an hour.

This achievement is buggy!!!
To get this you have to buy the retirement home from the blue vending machine. This is right up the stairs from the retirement home and costs 50 jda tickets. This will immediately teleport you to Florida and get you the achievement ...
I bought this while in a friend coop have that he already bought and went to Florida. Since in his game it did not teleport/cut scene me to Florida. It took my tickets I could not buy it again so I was screwed. We tried in his game and my game to go through the highway tunnel to go back but it wouldn't let us in either game. To fix I got everything else done first and then in the main menu options hidden scrolling down is a reset progress option. I was able to reset and then had my coop friend give me some items like jetpack and butt propellor to get around and collected tickets/ quests to get back to 50 quickly. I then quit and started a single player game and bought it there and popped that time.
