The frozen Pirate is found on the platforming section preceding the final boss of the dlc. Once you reach the crashed pirate ship where you destroy a crystal to get rid of a force field around a level. Find the lever and turn facing where the crystal was. In between the stairs leading up to the crystals on the same level as the lever is a closed door, punch the door open and the pirate is inside this room.

This achievement is a miscellaneous one that takes place in 'The Eternal Sea,' which is the final (boss) level of the DLC, accessed after completing all four regular levels (and getting the rune at the end of each one).
The Eternal Sea level consists of making your way through platforming areas to reach giant pink crystals that you need to smash to move on. You'll eventually (after smashing around three pink crystals) come to a big wooden ship that you need to climb around and up to reach the pink crystal on top. Just under the pink crystal is a huge door that you can attack to knock open. Do so to find a bunch of coins and chests behind it, as well as a frozen block behind them with the Frozen Pirate. Simply entering this little room unlocks this achievement.
