This achievement is luck based just like all the other track related achievements, however here is a solution that could help you out to get the track more often.
1. First you have to get the B1 License to even do 3 star tracks(which this track is) so make sure to every task in that first then you'll be able to play it.
2. Play Item mode with track difficulty 3+ only, DO NOT PLAY SPEED MODE as more tracks are in the 3+ difficulty compared to Item Mode.
3. With the newest update as of me writing this, they added the option to exclude tracks so all you need to do is exclude 3 of the 3+ difficulty tracks that's not Pharaoh's Pass and you are good to go. There is only 5 in total and removing 3 of them gives you a 50% chance to get it every time.
You can play with racers or AI it doesn't matter as either or will count, though when I was trying to do AI only I got long queue times so maybe your better off doing Racers+AI.

I've found it to be closer to about 5-10% chance than 50. Doesn't matter which other track i pair it with, Pharaoh's Pass only comes up about 5-10% of the time. Tried deselecting and reselecting many, i've tried doing the races and having another go / dashboarding and restarting right away; makes no diff. This one just hardly ever seems to come up. It's actually comical, yesterday and today i think in a theoretical 50/50 chance i've had Brodi's Gloom literally come up ~30 times in a row and Pharaoh's Pass not once.

Seconding Iggsy’s comment. I have this filtered for only 2 tracks get I get Pharoahs Pass less than 1 in 10 times. This is ridiculous
