1. Pick up the phone, put it to the left side of your screen, and dial the number.
2. Someone will start talking. To be quick, put it on speaker, and put the phone back.
3. Once they read through options of a number to press, hang up by turning off the speaker.

After Act 3 and before you start Act 4 you will play out this short scene using a telephone.
Start off by dialing the number on the piece of paper next to the phone by using the keypad (d-pad and A to select the numbers. Take your time as this seems quite fiddly)
You can raise the phone to your ear by using the Left Stick or select the Speaker function to hear the call more clearly.
I went through a few menus before hanging up when it gave me the choice to leave and the achievement unlocked.

Here And There Along The Echo is first available after you complete Act III for the first time. It is a simple interlude that involves listening to a series of phone recordings. All you have to do is lift the receiver, dial the number written on the screen and listen to some of the recordings. Once you feel you have heard enough, hang the phone up (or hit the speaker button off if you use that method) to end the call and the interlude.
