How to unlock the Under the horizon achievement in Kentucky Route Zero: TV Edition - Definitive Guide

Here's my video walkthrough of Act 3, complete with this achievement:
1. At the very start of the game, you'll need to get the "Say Something Romantic" achievement.
2. At the end of the Act, go down the elevator/secret door in the church, to the distillery.
3. When controlling the skeleton, go down the stairs, and drive a shuttle.
4. Drive it down, and to the left, the down and to the right when you can.
5. When you hit the "Mess", drive to the right and slightly up.
6. You'll reach the docks with big blue pumps, stop here.
7. Walk to the water and watch the boat float in!

the game would not let me walk over there until i parked the little car as close to the pumps as possible

I had a problem where I could see the boat floating by but the achievement didn't pop. Reloading the save and going back to where the boat is didn't help, but it popped after I quit out of the game completely, reloaded and went back again.

I don't know if you have to have unlocked the Say something romantic achievement first, but I did:
The Say something romantic achievement in Kentucky Route Zero: TV Edition worth 81 pointsWatch Flora launch her paper boat.
In Act III you'll eventually go to the Hard Times distillery, under the church. Once you get control of the buggy, drive to the docks (down the nearby ramp and past the bunk beds and mess hall).
Stand by the cafeteria and look out onto the water. The boat should float past.

During Act 4 when you enter the Tunnel to the Exchange the boat is still going and a little further on you will talk to Flora who is waiting for it to get it back - pretty neat continuity 👍

Act III at the Distillery ("Where The Strangers Come From" somewhere around Scene XII)
Note: If you miss Say something romantic
at the beginning of Act III you may not have the opportunity to complete the requirements of this trophy. Both can be resolved in a second play of the Act if you miss them.
When Shannon and Conway are retelling the events of what they found in the graveyard, you will enter a crypt and sit on the bench in the back. After a moment you will be lowered into the Distillery where a number of glowing skeletal beings will be working. One of these beings named Dolittle will help you with the code you need for Xanadu (The game you played earlier at The Hall of the Mountain King) and then take you on a tour of the Distillery.
As Dolittle, drive the cart down and slightly left past "Shipping" to a Cafeteria with long benches and get out. Walk further down to the water and wait. Soon Flora's paper boat will appear in the water and you will be awarded this trophy

Near the end of the Act, you will go down from the church to what looks like a factory run by skeletons. Continue through the dialogue until you can use the shuttle. Go left then down until you can go right and reach blue water pipes. Head out the shuttle and down between the pipes to the water. Wait there until you see the paper boat, which unlocks this achievement.
