Struggled with this one because of the vague description.
You must earn this in career mode. Eventually, via Mission Control, a contract will appear that says something like: "Recover KERBAL_NAME and her craft from orbit of Kerbin".
Take this contract, get a craft up and when you get close (within a couple of kms), switch to the stranded craft (the AI spawned one that appeared for the contract), and the achievement should pop straight away.
Trying to rescue your own stranded Kerbals, or doing this in sandbox mode DOES NOT count.

If career mode isnt your thing, if you max out the starting money, prestige, and science you will be able to upgrade mission control, unlock a chunk of the tech tree instantly. The tech and upgrades along with an already high prestige will all allow you access to more advanced missions around Kerbin and a rescue mission in a stable low Kerbin orbit is almost guaranteed. You may need to do at least one launch to orbit to check off the beginning milestones but after that.
