As far as I can tell, a flyby involves entering the gravitational zone of a body, then leaving it... all without orbiting or landing.
To get this achievement I did the following: Launched a rocket away from Kerbin and out of it's gravitational effect. Upon reaching orbit of the sun, I turned around and did a burn to return myself back to Kebin's influence. Once back, I made sure to swing by/around it on a path that would take me back out of it's influence. After leaving again, the achievement unlocked.
Easy enough to revert the mission at that point if you don't want to spend the money on the rocket then.
