The tracker upgrades as the game lists them are:
Holster
S.P.I.D.A.R.
D-Cells
Arachnodex
Sigma Module

Secret Sniffer
Arachno-Scope
Nuclear Generator
Holster can be found on Barnstormer (Level 6) inside a brown chest to the right of the spawn. Simply jump over the white picket fence and open it to claim the upgrade.
S.P.I.D.A.R. can be found on Close Encounters (Level 2) underneath the bed in the master bedroom which is down the corridor to the right and then into the door on the left.
D-Cells can be found on Major Inconvenience (Level 4) inside a drain next to the exit. Look for the three trees to the right of the exit and look below the middle tree to find the drain.
Arachnodex can be found on Garden of Evil (Level 5) behind the second door. From spawn, walk forward and into the first area. Look right and go through that door. Follow the path until you reach a second door. The upgrade will be behind the second door.
Sigma Module can be found on Domestic Duties (Level 3) inside of the trash can in the garage.
Laser can be found on Paper Trail (Level 7) inside the men’s bathroom, between the stall wall and the bathroom wall.
Secret Sniffer can be found on Consequences (Level 9) underneath the side of the van closest.
Arachno-Scope can be found on Consequences (Level 9) in the downstairs office, on a shelf. Walk outside, look to the right and move the debris off the wall to reveal the door. You will need to have completed 6 Arachno-Gauntlet challenges to open this door.
Nuclear Generator can be found on Consequences (Level 9) in the upstairs office next to the one you spawn in. Walk outside your office and move all the debris to the left to reveal a door. You will need to have completed 4 Arachno-Gauntlet challenges to open this door. Once you open the door, on the desk to the right should be the upgrade.
You should now have all the tracker upgrades and the achievement.

Is anyone having trouble with achievements not unlocking? I can't get the all ungrade and all flavor of cheese puff unlocked. I have tried everything someone plz help!!!

In addition to the solutions posted in the site, after the Christmas update there is one extra tracker upgrade (and equipment) in the last level after you finish the Christmas tree with 7 spheres

There is 9 Tracker Upgrades total. The only levels they don't appear in are Level 1 and Level 8. These will all be represented as a Motherboard. If you miss any along the way, you can use Chapter Select to replay any level. Once you've picked up all 9, the trophy will unlock. Their locations are as follows:
Level 2 (1)
Level 2 (1)
- S.P.I.D.A.R.: Underneath the bed when you gain access to the Bedroom (requires 4 Spider kills).
Level 3 (1)
- Sigma Module: Inside the green trash bin inside the garage.
Level 4 (1)
- D-Cells: When you gain access to the front of the gas station (where the pumps are), on the far side of the garbage truck, just to the right of the Exit, is a drain on the ground with the Upgrade inside of it.
Level 5 (1)
- Arachinodex: After unlocking the second door (requires 10 Spider kills), immediately look on the ground to the left to find the upgrade (you may need to look a bit behind the door to see it).
Level 6 (1)
- Holster: On the other side of the white picket fence (it’ll be a narrow path with a few tree saplings and some tables. In a chest on the far side is the upgrade.
Level 7 (1)
- Laser: In the Men’s Bathroom leaning against the wall behind the last stall.
Level 9 (3)
- Nuclear Generator: Inside your partner’s old office, on the table by the door.
- Secret Sniffer: When you get outside, it’s under the far side of the “Kill It With Fire Pest Control, Inc” van
- Arachno-Scope: When you get outside, immediately turn left and there will be a white door blocked by a pallet. Remove the pallet and open the door. Inside, on a shelf to the left, is the upgrade.
