Once you have the C4. Go to the Major Inconvenience mission, then liberally throw C4 all over the place. Switch to the detonator with

and unleash chaos. The explosions from the 6 I used killed at least one and ruined the store. Achievement should unlock.
To get the C4, you need to find the hidden room in Close Encounters in the Study. There is an achievement for burning the money in the safe anyway, so you can't miss it in there.

Alternatively, the arachno-gauntlet there auto-spawns exploding spiders, so I just equipped C4, started the guantlet, and threw one out and set it off

Your 1st encounter with the exploding spiders is on the 4th level "Major Inconvenience".
