You can get this Achievement on the Close Encounters level by burning the money inside the safe. The safe is located in the office room behind the bookshelf, to move the bookshelf you need to interact with the blue and yellow book on the 4th row up on the right side and it'll open a secret passage, from there you need to complete the level objectives to unlock the safe and then take the money out and burn it with some hairspray.

If you used all the hairspray from level one, don't worry. There is C4 in this safe as well and it will do the job

In mission 2, Close Encounters.
Once you've opened the last door before the Exit, you will notice a book shelf of the left hand side wall. Facing the wall, you will look at the second shelf from the top, and on the right is a blue book. Interact with it using the
button.
In front of you is a safe. Open it and using the lighter/hairspray bottle, set fire to the bundles of cash.

If you used all the hairspray willy nilly like I did, there is some C4 in the safe that will get the job done as well

In the Close Encounters level, open the safe in the secret room behind the bookshelf by completing four goals. Put all three money bundles on the floor and burn them.
Velvet
You'll get this in Level 2 (Close Encounter). The money is inside the safe in the Secret Room in the Study. You’ll need to complete 5 Objectives to unlock the safe (it also has the C4 in it). When it’s open, equip the Hairspray (or any other flammable weapon/explosive you might have on you) and set the money on fire. You don’t need to burn all the stacks, just one will do. As soon as it’s on fire, the trophy will unlock.
