Crafting is done in Kan Ra's Emporium.
After every mission, you will be awarded crafting materials. After each mission, you can go in the emporium and craft as much of whatever you can afford and this should unlock before your first game is through. (Day 9 for me)
Be sure to go to the barracks to use the artifacts you craft. Even the cheap ones grant nice bonuses!
