Select The Arbiter whenever he appears in the free rotation and load up a ranked match. You do have to win, it may be hard against random people because I know they like to go try-hard. I do believe it is possible to invite a friend to ranked in order to cheese the achievement. If not, do your best and spend some time learning the game.
