When playing online, you start out with a green health bar. When it is depleted, your character is knocked out and then hops back up with a red bar. When that is depleted, the match is over.
To obtain this achievement, you must knock out your opponent and win the match before you deplete your green bar entirely. This can be done legitimately or you can boost it by hosting a game and inviting a buddy to kick around for a minute.

Can I do any of these achievements locally?

No, this one cannot be done locally with a second controller on the same console. However, you can do this in an exhibition match against a friend (boosting). I personally had two consoles in the house so I would play against myself against an alt account and knock out the exhibition ones (supreme victory, win an exhibition, win against 6 characters).
