Enter Practice mode and choose Thunder.
Press start and select right bumber twice to get to 'Practice Options'. Put Instinct Meter on Inifinite.
Resume practice and activate Instinct Mode with Heavy Punch + Heavy Kick (deault is Right Bumper & Right Trigger). Double tap either right or left to do a dash. You'll see Thunder enveloped in crows when he dashes and unlock the achievement.
