This achievement is called "Sticky Protection," and it requires you fully cotton candy any Human escape route as a Klown during a match.
During a match as a Klown, you'll need to run around and find any of the four basic escape methods used by the Humans. They are the boat, bunker, bridge, and portal. When you find one, you should notice there is at least 50% cotton candy on the escape already at the start of the match. All you will need to do is use your cotton candy ray on the batch of cotton candy already there, and increase the meter to 100% to unlock the achievement. If the cotton candy is gone, Humans have already been there and ripped it off. Just reapply the cotton candy, reach 100%, and get the achievement.
