Before taking a picture with a character have another person join into the game by connecting a second controller and pressing
then 
when it pops up in left top of screen then press 
and have the picture taken with the two of you and the character.

Have a second controller connected, press every button, but nothing happens.

I want to add that the achievement did not pop until i took a picture with one of the disney characters. Doesnt work with the photo stations.

Just have a second person stand next to you, and have them wave to join. Take a picture with a character with both of you in it.
