You simply need to get 1st without using any items.
Great Dragon Road is the best course for this, its short and has simple shortcuts without any items nearby. There is no surefire way to win this, but this should make it easier.
Also, mummy68 (thanks) reminded me that boost helps a ton, so make sure to boost a lot. This is why I prefer Great Dragon Road, its a straight track if you take shortcuts, which gives a lot of boosting room.

i did this on the very first race, i just want to add that if you use your boost everytime you can you will probably finish first.

You need to participate in a Combat race, enter a map of this type of race and you will have to do two things:
- You will not be able to use the item.
- Arrive first.
By fulfilling them, you will receive the achievement.
Notes: The previous guide mentioned using the Dragon Road map, I went to that map and got the achievement.
