I've done this on the easiest target shooting range against the AI.
If you select the target shooting range you'll see first the screen where it's showing your opponent. There you also can see which power-up your opponent is using. Look for the blue crosshair symbol. That's the blind fire. If you're opponent doesn't have it, exit and re-enter until you get an opponent with the Blind Fire.
During the game I let the AI steal my targets on top of the range so that it's power-up would charge faster. Eventually it will activate the power-up so that you can go for the 500 points which shouldn't be that tough on the easy shooting range. Took me less than 5 minutes.

Took a while to find an opponent using the power up. But once I did I had my achievement by the end of round 2.

Great guide,just to point out that for me this was cumulative over two or three games.

After an hour of unsuccessfully trying to pair with an AI with the blind fire power up (just kept matching me with friends that didn't have it) I found a much easier way.
Add a second player and have them buy/equip a gun from the store which has the blind fire power up, preferably one with a high recharge rate.
Then jump into a target shooting game that has the ability for you to play against each other in split screen co-op, have the first player do nothing while the second player shoots all targets until the power up is fully charged, wait until you have a wave where you have a good amount of silver & gold targets, and activate the power up. Next have player one shoot the targets as quickly as possible you should be able to score 500 or more with ease.
This is cumulative across the 3 waves, however 500 points must be scored in a single game it does not carry over.
