You will need 43 total pets unlocked for this achievement. They are viewable in MY DEN - so count what you have and subtract what you need.
Remember, you can buy/earn gems then UPLOAD your save to the cloud, buy stuff, then DOWNLOAD your save and keep the gems you had... You will lose your unlockable progress though, so this strategy is best left for the end of the grind when you know how much you need to pop the achievement.

453 Gems and a truckload of Coins are needed to buy the cheapest 43 pets you can with only all of the coin paid areas unlocked.

I would suggest checking out friends' animals. In the menus, you can view the animals your friends own, and have the option to purchase them. If a friend has unlocked an area using gems, and purchased animals there, they are now available to you without having to purchase the area. Made the achievement much easier for me, but I was lucky to have players on my Friends list with lots of available animals.
