Once you play enough events and gain experience by training, grooming and playing with your cub, etc. Another cub will come out and play. Once your cub makes friends with it, Achievement Unlocked and that cub will be able to be selected and played with when you go back to Fur Town.

I finished all the story and no achievement. When and where was this cub suppose to come out and play?

As you work through freeplay building your first discovery bar and participating in contests, you will start getting cut scenes involving another cub. Eventually the two cubs will start playing together and this will unlock. This is scripted and happens automatically so just keep playing until it happens.
