petting the animal when the game starts doesn't count. once you are in free play you have to open your toy box. go to the sectin for grooming and care. there are 3 selections, Brush, Wash and Pet. Select "Pet" and once you have petting your cub enough the achievement will unlock.

Once the game has started just touch the Cat's face. The camera will zoom in and then you need to start rubbing the screen and you will see sparkles appear. Keeping doing this until the Cat lays down on it's side. Just keep stroking until it rolls over and then stroke it again on the other side.

Once you have adopted your first cub, go into freeplay in any of the areas that you have open (Woodland Glade is your first chance) and select "Care Items" from your toy box. Then select "Petting" to unlock this.
