You need to have started two games with two different gamertags. With the gamertag you want the achievement load/continue your game and go to a free play area. Move your left arm to 45 degrees to get to the game menu and select change identity and select the other gamertag you have played a game in. The other gamertag should bring up the toy box and then select the map and the pick your house.

Can this be done over live? Or does it need to be on the same console?

I do not think that Kinectimals has support for co-op play over Live. So I think the answer is same console. I have not seen a way to let others that are not local jump to a game to play the mini-games.
