The Teddy Bear becomes available in Bear Town after you get the 7th Golden Crescent piece and arrive in Fort Topaz. It will say "New animal available in Bear Town" in the upper left corner right when you arrive. Go to Bear Town and the achievement pops immediately, no need to adopt the Teddy Bear. This is after you've completed Mira Island, gone back to Lemuria, and then returned to Mira again.
