This will happen during the tutorial the first time you visit your house. You don't have to have bought any furniture in the store.
In any free-play area, use the toybox view to go to the map, from there pick the lower-right area and then pick your house. You'll enter a tutorial mode where you will replace a pile of newspapers with a blanket (which is automatically in your inventory). Once the blanket has been placed the achievement will pop.

Simply travel to your house via the map select screen. The map can be accessed from your toy box. Then choose home and then once inside, hold your right arm out at a 45 degree angle to select "Decorate Home". Then just select whatever you like and change at least 1 thing for this to unlock. Furniture can be bought at the store and won during contests.
