You will have the opportunity to buy collars, but in the first free play area once you do enough activities with you cub, your magical fairy raccoon/monkey will give you a collar to place on your cub. You can then select the collar from your Toy Box. You can even add Pendants to the collars.

Go to your inventory and select 'Shop' and then select 'Collars' and then buy one. Come back out of the shop and now select 'Collars' from within the inventory and select the collar you just purchased. This will place the collar on Cat.
Scrapdaddy
You will unlock collars as you get medals in the contests or you can buy some at the store. To put one on, enter freeplay and select "Collars" from your toy box. Then just select whatever collar you like to put it on your animal.
