By default you do not have a toy in your house to play with. To get this achievement you need to go to the store and buy a cat toy in the furniture section of the store like the carpeted scratch pad. Next go to your home. Hold out your right arm downward at a 45 degree angle to activate decorating. Navigate left or right until you can replace the cat toy. At this point select the toy you just bought.

Not sure if this is the same for everyone but I was not able to buy cat toys for my house until I got to Cherry Blossom Grove.

You wont unlock cat toys until you make it to Cherry Blossom. Once you do, go to the store and buy a cat toy in the furniture section.Go to house and activate decorating mode and swipe over until you see cat toy, then just select whatever toy you bought .

Go to the store and select "Furniture". Now scroll to "Cat Toys" and buy something. Exit the store and travel to your house. Now hold your right arm out at a 45 degree angle and hold it there to select "Decorate Home". Scroll through the furniture locations until you get to the blank area where you can "Change Cat Toy". It is near the pocket watch on the ground and to the left of the cat bed. Place the item you bought and the achievement unlocks.
