I started the quest after the Innkeeper was swinging from a tree and the Talmberg Master Hunter was banished from Talmberg... no need to speak to them

I can confirm I immediately got off my horse and failed the race. Sir Divish bought all of the horses and my achievement popped! I think you have to pass the speech check before the race starts with Sir Divish in order for this to work. Happy hunting!
