During your second journey with Sir Kuno and his men, you'll trigger a cutscene where you are greeted by a scared woman running down the hill asking for your help in dealing with some raiders in the windmill up ahead. Sir Kuno is unconvinced that the band should attack immediately. Now you'll have a timed choice of whether to persuade him using your charisma/speech stats or to agree with his viewpoint and wait for them to get drunk. At this stage of the game your stats shouldn't be an issue in persuading him to attack immediately. Once you do so, the achievement will unlock.
