After waking up at Theresa's mill (Story Related), you can talk to Pashek the mill owner and he gives you a quest to fetch a copper ring from a dead man.

A bit easier method in my opinion is to stealth kill or takedown guards then loot everything off of them as they all have 1k-5k worth of gear on them takes maybe an hour and its super easy compared to lock picking.

This worked great for me, the locks are tricky even with around level 9 in the skill but I managed to get in before I used up 10 lock picks. I cleared out one big cupboard which gave me about 40% of the achievement. I put all the stuff back in the same cupboard then robbed it again and it gave me another 40%. Put all the stuff back in, robbed it again and bingo.

What I did was stealth around Rattay taking out guards and taking all their loot. While heavy, you don't need to keep it, just taking it from them will add to your "score" and nothing except a reload will make the number go down. Drop it in the nearest box and carry on. Recall back to a prior save once the achievement ticks.

The best places to steal items that have a higher value would be the shops. Just make sure you do not get caught or your reputation will be lowered.
