How to unlock the Justice & Dark achievement in Kingdom Hearts Birth by Sleep Final Mix - Definitive Guide
After completing the Disney Town world you'll be able to potentially unlock the Pete D-Link. You need to be playing on a command board from the pause menu (standing on a save point or while moving between worlds) and DOES NOT work when using Mirage Arena. You also don't need to be the one to activate him but he does need to follow you at some point, which is done by simply passing the person he's following.
My personal recommendation is on the Neverland command board (aka Skull Board) because there's a nice loop that you can use (at the cost of actually winning the game and gaining more hand cards) to improve the odds of landing on the square you need while still keeping income:
*You need to roll an 11 to land on the Special Panel from the starting square*
- On your first turn (using a Two or Three Dice card if you wish) move down following the silver/white path until you get to the bottom right corner (you'll land on a square with a cost of 340).
- Use the teleporter/laser beam and you'll end up on a black square with a cost of 570.
- Move down again and follow the path to the left.
- The path will change to orange and you'll see the special panel with the effect "Pixie Dust." If you can't land on it with your current role move up towards the Blue Diamond square.
- Now just roll a single die over and over again, until you land on the special panel and hopefully Capt. Justice will appear (or Capt. Dark if you're cursed).
If you land on any of the blank squares on the circuit feel free to buy and upgrade them as you wish. Since you can land on the special panel and still not get Pete, you can at least drag Pan or Hook over to you and take their GP. I bought the orange special square (cost of 780) and upgraded it at every opportunity. Eventually it forced Pan to sell his own properties just to pay me.
This is also helpful if they activate a special panel elsewhere and make Pete appear. If you can land on the panel while they're being followed you can pull the character to you and force them to pass you. Keep in mind that when you move someone they can choose which direction to go so they won't always follow you.
As mentioned above, unlocking the D-Link isn't a sure thing; sometimes you'll get it first try, other times you need to do a dozen games. You also don't need to win the game (I came in 2nd using this method and unlocked him) and your GP is irrelevant to the conditions.
*Some people would argue that Cinderella has a better board (Royal Board) because the Special Panel is literally one square above the starting point HOWEVER it should be noted that it's also surrounded by squares that take 200 and 300 GP when you land on them so while faster to get to it's also far more dangerous

This is gotten from a random Special Panel while doing the command board game. You must be playing from the Pause menu and not the Arena. Simply land on the special panel and if you get Captain Justice or Captain Dark all you have to do is finish the game. Win or lose you will get the D-Link. After that just use it 10 times. Easy, though there is a bit of RNG to actually getting Pete to show up on the command board. But he will eventually.
