The Ballista Tower are best for this, arrows will hurt dragons but are weak vs them
I would suggest building a dragon defence tower, 4 castle blocks in a 2x2 tower 5-6 block high.
on the top of each block build a ballista tower
You need gold for ballista's so make sure you have build a treasury and have set tax to 10% or high in the bottom left corner
Each ballista needs

5 stone
25gold
4 workers
