This achievement requires you purchase all available items in the shop (accessed by pressing X). There are 60 items in total and maybe 5 of them you will already have unlocked by default.
I found that each time you purchase an item the game saves so you cannot purchase all the items, get the achievement and force quit to get your gold back.

I don't think that it counts the room decorations that you have by default. My completion is 81 percent and I haven't bought the food/ drink items. So I'm missing ten: and 45 is 81% of 55 (for those following their progression closely)
