For this achievement you simply need to fill all equipment slots with items on one character. So all the hand slots, the armor slot, and the accessory slots. You'll get a lot of weapon and accessory drops as you do the story and side quests. I didn't find armor from enemies until much later in the game though, so you'll probably want to just buy armor from the shop to get this early on, once you have a bit of spare gold.

I found armor by doing the full treasure search on the D.E.R.P. quest. That got me this cheevo as the first of the whole game.

Each character typically has 6 slots (Jock has 7): 2 for weapons, 1 for armor and 3 for other items. You will see them on the left and right side of your character picture. Once you get all spaces filled in only one character with something the achievement is yours.
