This achievement is for having 4 skill points in every skill on one character. Since you only get enough skill points to keep 2 skills well-leveled doing this on one of your main characters is a waste of skill points. So this is best done late game with a created character that isn't part of your party. Just bring them along while you max every entry in the bestiary, or take them to the Grinding Farm and beat up scarecrows for a bit.
